Investments for Cyprus Golden Visa

Applicants must make a minimum investment of €300,000 in one of the following categories:

A. Residential Property
Purchase of a house or apartment from a development company, as a first sale, with a minimum value of €300,000 (plus VAT).

B. Non-Residential Real Estate
Purchase of commercial or other real estate (e.g. offices, shops, hotels, or related developments), or a combination thereof, with a total value of at least €300,000. Resales are permitted.

C. Cyprus Company Share Capital
An investment of €300,000 in the share capital of a newly registered Cyprus company, or an equivalent increase in an existing Cyprus company, provided the company operates in Cyprus, has a physical presence, and employs at least five (5) people.

D. Cyprus Collective Investment Funds
Investment of €300,000 in units of Cyprus Collective Investment Organizations (AIF, AIFLNP, or RAIF), with investments held in Cyprus.

Annual Income Requirement

In addition to the qualifying investment, the applicant must demonstrate a secure annual income of at least €50,000.

  • The required income increases by €15,000 for a spouse
  • And by €10,000 for each dependent minor child

The income must originate from abroad and may include salaries, pensions, dividends, bank interest, or rental income. Proof is provided through a tax return from the applicant’s country of tax residence.

The spouse’s income may also be included in calculating the total annual income.

Investment Eligibility Criteria

Applicants must meet the following requirements:

  • Clean Criminal Record: The applicant and spouse must provide clean criminal record certificates from their country of origin and country of residence (if different) and must not pose a risk to public order or security in Cyprus.
  • Health Insurance: The applicant and all dependent family members must hold valid health insurance covering both inpatient and outpatient care.
  • Employment Restrictions: The applicant and spouse must confirm they will not be employed in Cyprus, except as Directors of a company in which they have invested under this policy.
  • Shareholding & Directorships: Where the investment is not in company share capital, the applicant and/or spouse may hold shares in Cyprus companies and act as unpaid Directors. Dividend income from such companies does not affect eligibility.
  • Accommodation in Cyprus: For specific investments, the applicant must provide proof of accommodation in Cyprus (ownership, purchase contract with proof of payment, or rental agreement).

Application Process and Fees

Applications must be submitted in person to the Migration Department (MD) or through an authorised representative, following an appointment or as otherwise directed by the MD.

  • Application fee: €500
  • Alien Registration Certificate (ARC): €70 per person, if not already issued

Applications submitted via an authorised representative must include a certified authorisation letter, signed by the applicant, clearly stating the representative’s details, full address, and contact number.

All applications are processed under an expedited procedure by the Migration Department and forwarded to the Deputy Minister of Migration and International Protection through the Permanent Secretary.

Supporting Documents

Applicants for the Cyprus Golden Visa are typically required to provide the following:

  • Signed Application form
  • Copies of valid Passports for the main applicant and dependents
  • Updated CV detailing education and work experience
  • Proof of qualifying investment (property purchase agreement/title deed or bank confirmation of a €300,000 investment)
  • Evidence of Source of funds (such as bank records or employment contracts)
  • Proof of Income showing a minimum annual income of €50,000, with additional income for a spouse and dependents
  • Criminal Record Certificate for applicants aged 16 and over, officially translated into English
  • Marriage certificate, if applicable, certified and translated
  • Children’s birth certificates with evidence of dependency, if applicable
  • Health Insurance Policy for the applicant and all family members
  • Recent Passport-sized photographs for each applicant
  • Declaration confirming no employment in Cyprus other than serving as a company director

Processing Time

Provided all policy requirements are met and there are no issues related to criminal record, public order, or public security, the application is submitted to the Deputy Minister of Migration and International Protection for review and decision.

The estimated processing time is approximately two months from the date a complete application is submitted.

Cyprus Property Market

In 2025, Limassol remains Cyprus’s most expensive property market. Average apartment prices are around €5,553 per sq.m., with many sales exceeding €600,000, driven largely by high-income foreign buyers.

Paphos follows at approximately €4,733 per sq.m., supported by tourism and demand for holiday and investment properties.

According to the Central Bank of Cyprus, property demand remained strong in Q3 2025, supported by mortgage credit growth and gradually easing interest rates. Land Registry data also indicate increased transaction volumes.

  • Cypriot buyers are focusing on smaller, more affordable apartments
  • Foreign demand for luxury property persists but is showing signs of moderation
  • Prices are expected to remain broadly stable, with mild increases possible in high-demand areas such as Limassol and Larnaca. A broad market correction is unlikely.
